Your water heater is doing two jobs: heating water and storing it. Minerals in the cold supply settle to the bottom of the tank and build into a layer of sediment between the burner and the water it is supposed to heat.
From there it snowballs. The burner runs longer, the steel above it overheats, the usable capacity shrinks, and the water coming out of your tap picks up whatever is sitting in the bottom of that tank.
